E-levy regressive; national dialogue needed on Ghana’s return to IMF – Bokpin

Economist and Finance Lecturer at the University of Ghana Business School (UGBS), Prof. Godfred Bokpin, wants the government to tread cautiously in its pursuit to raise revenue to salvage the economy. He says ongoing discussions on the imposition of the Electronic Transaction Levy and the country’s possible return to the International Monetary Fund (IMF) should be well-thought through. Speaking on   Eyewitness News , Prof. Godfred Bokpin, who is strongly in opposition to the E-levy advocated for home-grown solutions, also called for a national consultative dialogue on whether Ghana should fall back to the IMF in these crucial moments. “I don’t support E-levy because it is not the way to go. It’s regressive and even if it’s passed, it’s not Ghana’s solution. But for going back to IMF, let’s have a national conversation around it. Let’s have a home-grown way with clear benchmark indicators and requirements. That cannot support this large government and wasteful expenditures. T...

Supreme Court directs Registrar to serve NDC MP James Quayson as an individual, not MP.

The Supreme Court has asked its Registrar to serve notice of a suit before it to NDC MP, James Gyekye Quayson as an individual and not a Member of Parliament. The order was issued on Tuesday, February 1 2022, when the case involving the governing NPP and Mr. Quayson was heard. This became necessary because attempts by the bailiff to serve the suit on Mr. Qauyson, through Parliament has proved futile. Mr. Quayson, according to  JoyNews ’ Joseph Ackah Blay, has not been served with the process. Speaker Alban Bagbin has also not received the process as he is out of the country. The NPP claims that Mr. Quayson cannot continue performing Parliamentary duties because he was not qualified when he applied to contest on the ticket of the NDC in the Assin North Constituency. The Director of Elections of the NPP, Evans Nimako said in court that the judicial process will be used to stop the MP from attending Parliament “We’re in the Supreme Court to seek interpretation of article 94(2a) in add...

1.75% E-Levy is lowest tax in Ghana – Ursula

Communications and Digitalization Minister, Ursula Owusu Ekuful believes the 1.75 percent tax on electronic financial transactions, also known as the E-Levy when compared to other taxes introduced in Ghana, is the lowest so far. She made this claim during the maiden edition of government’s town hall meeting on E-Levy held on Thursday, January 27th at Koforidua in the Eastern Region. The townhall meeting, according to government is part of measures to engage the public and bring them to speed on the need to implement the policy, ahead of the relaying of the controversial 1.75 percent Electronic Transfer Levy in Parliament. Speaking at the government’s town hall meeting in Koforidua, Ursula Owusu-Ekuful also charged Ghanaians to embrace the E-levy as it holds the key to solving the country’s unemployment and infrastructural problems. “In 2008 the government of president Kufour introduced the communications services tax in August of that year.   The Minister of Food and Agriculture (MoFA), has called on farmers and Ghanaians as a whole to embrace the government’s proposed electronic levy (e-levy) which was announced in the 2022 budget statement by the Finance Minister, Ken Ofori-Atta, last month. According to Dr. Owusu Afriyie Akoto, the Akufo-Addo administration was working assiduously to raise money to support farmers in the country, and that the e-levy would help in that regard. The Finance Minister who introduced the levy in the 2022 budget told Parliament a huge chunk of the proceeds will support entrepreneurship. The Agric Minister said the National Democratic Congress’ entrenched position on the levy is very worrying. Dr. Afriyie Akoto made the assertion when he visited one of the government’s built warehouses at Gambaga in the North East Region on his first-day visit to the region as part of his 13-day tour of the northern sector. “There are two markets in Ghana; the subsidized fertilizer market, which is the pla...

Parliament contributing to huge government expenditure – Prof. Ebo Turkson

An associate professor at the Department of Economics at the University of Ghana, Prof. Festus Ebo Turkson is suggesting that the size of Parliament should be reduced to cut down on government expenditure.  According to him, the size of Ghana’s economy and the population does not merit the huge number of parliamentarians it has. Speaking on   The big issue   on Saturday, Prof. Ebo Turkson said proposals for the size of Parliament to be increased by 13 more seats does not make governance or economic sense especially given the inadequate revenue of the country.“The time has come when we need to have a discussion on whether our parliamentary system is not having an overbearing impact on our expenditures as well. I think that a Ghana with the size of our economy and population shouldn’t have more than 150 members of Parliament, especially when we have a local government system right from the assembly member to the assembly that is already in charge of the grassroots governanc...

Government’s e-levy policy ill-timed – Telecoms chamber

The Chief Executive Officer of the Ghana Chamber of Telecommunications, Ken Ashigbey, has said that the timing for the introduction of the 1.75% levy on electronic financial transactions is ill-timed.  He said the chamber was not consulted by the government on the proposal before the announcement was made in Parliament on Wednesday, November 17, 2021.  “When we got this information, it was surprising because there had not been any prior engagement to discuss this e-levy. The timing of taxing this nascent industry is not now, and we needed to let it [the industry] grow, defeat cash before we attempt any form of taxation,” he said.  The Minister for Finance, Ken Ofori-Atta, during the reading of the 2022 budget before Parliament on Wednesday said the government is introducing a 1.75% tax on electronic payments as part of efforts to raise revenue to support government’s development agenda including maintenance of roads.  The transactions to be impacted by the tax includ...
